Glenn Murphy

I saw that Glenn Murphy was leaving Elkview Meadows. It was Glenn's idea to start the road petition to improve Circle Drive. Glenn probably got over half the signatures. Glenn constantly stayed in contact with the DOH until they widened and paved the road.

We all have Glenn to thank for improving the safety of our community and increasing the housing values. We all owe a big "Thank You" to Glenn Murphy.

Glenn- we all wish you and your family the very best where ever you go! Thank you!

Circle Drive resurfacing

Glenn Murphy reports... "I spoke to Brian Ratabaugh, WV DOH on Friday, 10/12 to find out the status of resurfacing the portion of Circle Drive that was widened this summer. He said a purchase order was cut to authorize JF Allen to resurface the road. He expects it to be completed during the last portion of October or the beginning of November."

Circle Drive Residents:

Earlier this year, Brian Cottrill and I circulated a
petition to the residents who live throughout Circle
Drive asking the State to make road improvements.
Nearly 140 people signed it. While talking to
neighbors, a number of you shared information that we
were able to include in the petition regarding law
suits, previous studies about Circle Drive and several
experiences driving on the road. All of the
information you provided was included in the package
that contained the petition. It was sent to the
Governor's Office. Each state representative from our
district and the Division of Highways were sent copies
as well. In May, Greg Phillips from the Division 4,
Meadowbrook Branch of the Division of Highways
indicated that they were planning to do new
construction work on the narrow portion of Circle
Drive later this summer after their scheduled paving
projects are completed. Additionally, the petition
included a request to install guard rails near three
mobile homes at the bottom of the hill on Circle Drive
that leads up to Chicken Inn Hill. After a little
confusion regarding the extent of the new construction
work that would take place on Circle Drive, Brian
Cottrill made contact with Ron Fragale to see if he
could get a better understanding of the work that is
planned for Circle Drive. Ron Fragale spoke to Greg
Phillips on June 8. Greg told Ron that Circle Drive is
slated for $189,000 in road improvement work later
this summer and that the guard rails, while on the
list of work to be completed, will be scheduled at a
future time. The road improvement work will include
widening and resurfacing; however, no homes will be
taken.

So . . . Thanks for signing the petition and sharing
your experiences trying to have road improvement work
done in the past. The petition summarized a number of
residents' experiences and strengthened the package we
sent forward.

It is important to extend thanks to Brian Cottrill,
Vic Gabriel, and Sam Cann. Besides helping to
circulate the petition, Brian Cottrill also sent
e-mails and spoke to Ron Fragale by phone. Victor
Gabriel, Harrison County Board of Education, Support
Services (he manages school transportation) felt very
strongly about the need to upgrade Circle Drive and
wrote a letter to the State on our behalf. Delegate
Sam Cann forwarded our request to the Governor's
Office.

However, a special thanks goes to Delegate Ron Fragale
for following up with e-mails and phone calls on our
request to have the state make improvements to Circle
Drive. For your information, I attached a copy of a
letter he wrote to the state seeking resolution to our
concern.

If you are interested in seeing the package that we
sent to the State, please call me. Additionally, I
spoke to Greg Phillips when he first mentioned that
Circle Drive would undergo improvements later this
summer and he said we can have a copy of the project
plan when it becomes available. I intend to follow up
with him later in June or early in July.

Circle Drive road improvements approved!!!!!!!!!!

Yeah!!!!!!!!!! Good news about Circle Drive road...

WV Delegate Ron Fragale just called me. Ron has called me a few times in response to Glenn Murphy's Circle Drive petition and my follow up emails.

Ron Fragale said he talked to Greg Phillips at the Department of Highways. Greg Philips confirmed that the entire project will be done this year and next. The road widening will be done this summer after other paving around the area is done. The Circle Drive paving will be done next summer (2008). The guard rails are on the list, but it may take until next summer to complete them.

I know nothing has been completed, yet. But let's give a huge "Thank You" to Glenn Murphy for starting this petition and all his hard work. He did a ton of work and follow up in addition to getting signatures. He has made endless follow up phone calls. Nothing would have been done without Glenn.

Another big Thank You to Ron Fragale, who called us back and followed up with the DOH. Ron wrote a letter to the DOH asking for our project to be reviewed. Remember that when you vote next time. Ron Fragale was really here to help us.

These road improvements should be huge for the safety of our community.

Board of Director's Meeting 5/8/2007

Circle Drive Development Homeowner's Association
Board of Director's Final Approved Meeting Minutes 5/18/07
Meeting was called to order by LaRae Baker, President at 7 p.m.
Officers and Directors in attendance:
LaRae Baker, President
Ralph Johns, Vice-President
Mike Mucha, Treasurer
Brian Cottrill, Board of Directors
Mike was asked to give the new Board an overview of prior expenses connected to paving and the sewage treatment plant.

Paving and the signs were brought up for discussion.

It was decided that Thrasher Engineering would be contacted by LaRae to do a walk of the areas in need of paving. The front entrance signs are going to be hopefully completed this year.

We will meet again after the sign committee has met.

The following committees were discussed:

Architectural- Ralph Johns Milt Laughland, and Randy Cain will be the Architectural
Committee.

Road Committee- In the past there was a road committee. This committee as far as we
know is defunct and since the Board is already meeting quarterly, it felt it could take care of preparing and bidding out the two jobs needed this summer.

Sign Committee- Brian and Ralph are both on the sign committee. They are planning on meeting June 12th. LaRae had contacted the e911 Project Coordinator for Harrison
County. He said our street names would not be changed but our house numbers definitely will. He also asked our street signs be reflective at night. LaRae asked Brian and Ralph to take that information to the committee. The committee has also been asked to bring a report back to the board.

The snow removal was discussed. It was decided that there was a lack in calling the snow plow vendor to let him know the roads needed attention. He will be informed to make sure he puts salt down everywhere he's supposed to and to make sure not to block driveways with the snow he plows. The Officers and BOD will have his number so if homeowners are concerned about the condition of the roads, they can call us and we will call him.

Incorporation of the town of Quiet Dell was discussed. The BOD did not see a need at this time for incorporation. It would raise property taxes by hundreds of dollars. We have many fire halls that are within 5 miles of us, we have a few officers of the law that live in the Quiet Dell area, and don't see where a big business could move in that would be big enough to draw a lot of tax. Since we were urged by the attendants at the annual meeting to take a stand on this issue, we will be sending a letter saying that many of our residents do not believe this is a good decision to pursue. We urge the homeowners that feel differently to let the proper county offices know how you feel.

The sewage system was brought up. Bob was unable to attend the meeting this evening. We will ask him to report to our next meeting to give us an idea of the lifespan of our system, a forecast of any major repairs, and whether or not he felt we should have a back up trained operator. It was noted that Jeff Lawrence, the Manager of the Bridgeport City Sewage System, works closely with Bob anytime he has questions about our system. LaRae asked Mike if he still sent out welcome letters to new neighbors. He said he did. She thanked him for doing this service as his letter gives the Officers and BOD information in it. \
The draft of the 2007 minutes were discussed and corrected as needed. They were going back to Milt for finalization and to be mailed out.

The BOD went over the complaints that were brought up at the annual meeting. Some issues were brought up at last year's meeting but no action was taken. Since members at the annual meeting still wanted those items addressed, we will take action on those issues too. For sake of privacy, actual names will not be recorded in these minutes, but the BOD will be keeping a list of complaints received and the action that was taken. Milt has agreed to draft letters of concern for the issues that were brought up at the annual meeting. The letter will be reviewed by the entire board, prior to distribution.

Seeing as there was no more business to discuss, the BOD adjourned at 9:30 p.m.

Circle Drive road improvements

Here is one of the emails I sent on behalf of our road petition. I have listed all our government representative's email addresses below. I emailed every one of them. I would encourage everyone to do the same. Calling them on the phone will help also. It is up to us to follow through to get results. If we don't follow through, we will get no results.

I am writing to you to check on the progress of the petition by our community to improve Circle Drive road. Our road is too narrow in places and needs widened so two cars can pass. It is currently only a one lane road in some areas. Glenn Murphy submitted the petition on our behalf in March of this year. The road is very dangerous and many accidents and one death have already occurred. We are hoping for some action before others are injured or worse. Glen Murphy has mailed the completed petition to the Governor, Department of Highways, and local legislators. Glen has done a lot of work and put together a great petition. Hopefully, they will fix the road before someone dies.

Actually, according to one local resident, there has been one death already. She said a young man drove his car off the edge of Circle Drive after swatting at a bee in his car. A guard rail would probably have saved his life.

I saw there was one study done on Circle Drive in 2002. The DOH looked at Circle Drive and made recommendations on what could be done. The said that 4 houses needed bought and demolished (at a a cost of about $350,000) to widen the north end of the road. I looked at those houses, and that recommendation is ridiculous. There is plenty of room between the road and those 4 houses to widen the road. The road could also be widen in other areas, but leave a few areas narrow, so as not to have to tear down a home and spend all that money. The old study also said they didn't know if there was real problem on Circle Drive or a "perceived" problem. I'd like to see the guy who did that study drive up and down our narrow road in the snow all winter and see how he "perceives" it then! The old study was obviously written with a slant to bury the project.
